年后第一次考试的写作题目是2013年的题目重现,也是Panda昔时起头刚起头备课就预备到的题目之一,真是没想到一会儿就曩昔十年了......
2013年出了很多高难度题目,这道题目是中等难度,不算是太坑人~

Some people think they have the right to use as much fresh water as they want, while others believe that governments should tightly control the use of fresh water as it is a limited resource. Discuss both views and give your own opinion.

Some people believe that they are entitled to consume as much fresh water as they want, but others believe that governments should impose restrictions on the use of fresh water as it is a finite resource.
On the one hand, those who approve of using fresh water freely may believe that they can afford the expenses no matter how much fresh water they use. Most laws protect citizens’ property rights, and this implies that after citizens purchase some fresh water, they acquire the ownership of the fresh water they pay for, as well as the right to decide how to use it. Even if some people purchase fresh water and then pour it directly, they do not violate laws. Therefore, in theory, people can consume as much fresh water as they want as long as they pay for their behavior.
On the other hand, people who urge governments to regulate the use of fresh water may realize the importance of sustainability issues. Fresh water is a typically scarce resource on the earth, and once it runs out, it may be difficult for humans to acquire it from other sources, especially considering that current desalination technology may not produce fresh water on a large scale. In such a context, some people may hope governments to control the use of fresh water because governments can make use of legislative power to reduce fresh water consumption. Then, humans may have more time to find new sources of fresh water or update desalination technology before fresh water resources are exhausted.
From my perspective, it is unethical for individuals to excessively consume fresh water, but this does not necessarily mean that governments can limit people’s freedom to use fresh water in daily life. A better solution is to reduce unnecessary fresh water waste by adopting a ladder pricing strategy, which allows governments to charge users different prices based on the amount of fresh water they consume. A prerequisite is that governments need to identify how much, on average, fresh water is sufficient for a household’s everyday life in their regions, and then if the amount of fresh water consumed by some people surpasses the line, they will have to pay a much higher price for the excessive water they used. This, to a certain degree, will discourage those unethical ones from arbitrarily wasting fresh water without restricting other people’s ordinary use of fresh water.
