As economy is advancing by leaps and bounds(日新月异), the resource of freshwater is getting from bad to worse（日就衰败） at an astonishing rate. Under this circumstance, an absolute consensus can hardly be reached whether the public have every right to（做---天经地义） consume freshwater as they wish or the government should impose some degree of control due to its limited nature. I will make an objective analysis of this argument in my following essay.

Some people harbor the belief that taking advantage of freshwater according to their willingness belongs to their intrinsic right. To be specific, it is universally acknowledged that(众所周知) in the commercialized society, consumers can dispose of their commodities freely as long as the water resource is paid for. In addition, the prosperity of economy has witnessed the indispensable role freshwater will play in maintaining daily operation of people’s life and smooth running of various industries.
However，others maintain that the government has the obligation to exert the supervision over(施加监视) the consumption of freshwater resources. For one thing, the explosion of population and rapid development of industrial as well as agricultural production has triggered relative shortage of freshwater. Provided the authorities do not take effective and feasible measures to slow down the utilization of freshwater, the sustainable development of the whole society, even human survival will be threatened seriously in a long run.
From my own perspective, I side with the stance of the latter to a larger extent, believing that the government ought to issue some laws and regulations to raise overall awareness of the public towards the proper use of freshwater on the grounds that the phenomenon of huge waste in freshwater use is a common sight. Not to mention that(更不用说) the sewage discharged from factories and households without any treatment has posed a fatal threat to（组成致命地威胁） the protection of existing water resources. Not only do people create more materialistic wealth for their offspring, but also leave priceless natural resources to them.
